Martin Spann is a retired Police Officer, spending 26 years with the LosAngeles Police Department. His experience includes working as a patrol officer, training officer, gang officer and supervisor, instructor at Training Division, firearms supervisor at Training Division, investigator at Internal Affairs, patrol supervisor and assistant watch commander and a watch commander at Air Support Division (ASD).
In addition to Martin’s law enforcement career, he recently retired from the military reserves after 42 years of service. As an Army officer, Martin achieved the rank of colonel and was last assigned as the Chief of Staff to the 76th Operational Response Command, a unit tasked with Homeland Defense and Security. He was previously assigned as Senior NATO military advisor to the Afghan National Civil Order Police consisting of nearly 13,500 paramilitary police officers. He was responsible for advising and coordinating all functions including training an international police force. He completed Advanced Joint Professional Military Education (AJPME) in April of 2010, qualifying him as a “Joint Planner” capable of synchronizing operations between other Department of Defense services, other governmental agencies, and other nations.
Martin spent seven years as an instructor and supervisor at the Los Angeles Police Academy. He has been certified as an Antiterrorism/Force Protection Instructor since 2012. Martin is a graduate of the California Commission on Police Officer Standards and Academy Instructor’s Certification Course (AICC).
As an aviator, Martin has a vast knowledge of aviation operations. He is qualified in fixed-wing aircraft and he has over 3 years of airborne law enforcement experience as a supervisor. Martin holds the LAPD Aviation Operations badge. He has instructed on a wide variety of aviation related topics at ASD. Martin has obtained the FAA Part 107 Remote Pilot License.
He belongs to the following organizations: Association for Unmanned Vehicle Systems and Academy of Model Aeronautics.
Martin holds both a Bachelor of Arts and Masters degree in Communications from Long Beach State University.
